I got it figured out, it was Oblivion XP mod. Apparently, the game uses whatever setting is in that mod over any other mod or .ini edits. I just edited the Oblivion XP .ini and everything works perfectly.

I tried the .ini tweak for unlimited training, but that didn't do anything. I've since tried 2 unlimited training mods and neither let me train more than the vanilla 5 times. I tried both mods with and without the .ini tweak (applied with wrye bash), and nothing I try affects my training limit. I'm leaning toward it being a problem with another mod, but don't have a clue which one it could be. I've tried the mods at the top and bottom of load order............ any help is appreciated.

I've been searchng, but having no luck. I use the Black Tower (mod) as my main player base and am wanting to add weapon racks so I don't store all my collected weapons in a chest. I'm no modder, so what I'm wanting may not even be possible. If anyone knows of a mod that will let me add racks to the Black tower, or a simple way of adding them, please let me know. If what I'm asking isn't easily accomplished, let me know that too, at least I'll quit searching for it. Thanks in advance for any help.
