Wow,Thanks a lot for the replys/help guys, I am running catalyst 10.10 and I figured it could be the problem, but was waiting for someone to tell me otherwise :P I will try setting the mipmap to high quality asap. yea i was just gonna wait until i get the pipboy 3 billion to see if it fixes the problem,I figure this might be some sort of rendering issue

Yea, I have no clue whats going on,I've already tried a custom pipboy skin and it looks like crap too,would really like to figure out why its doing this,it doesn't really affect the game play,its just annoying as hell

Hey guys,ok so let me start off by saying this was happening before I installed any mods or the d3d9.dll fix.The texture of my pipboy looks like crap,looks exactly like this http://img25.imageshack.us/img25/967/falloutnv20101027105211.png I run the game with high settings at 1680x1050. The rest of the game looks awesome and runs good,just the pipboy looks like crap. I have searched high and low all over the internet and could only find 1 forum about someone having the same problem, but it got locked for some reason, Here are the specs of my computer that should be able to run this game no problem.Any help would be gladly appreciated.Thanks.
