Oh I would love if this addon could be usable on new Skyrim, along with AH Hotkeys, or any hotkey addon for that matter. I'm checking new Skyrim SE addons daily, but these two addons, as well as SkyUi are basically what keeps me from Skyrim SE. As long as I can't hotkey my stuff, I'm sticking to "old" Skyrim.

I will add my two cents to this topic since I ran into very similar problem today, but solution came out a bit awkward and unexpected. After bringing the blood to Septimus Signus, he opened the Dwemer box, ran inside, said something about the book and just stood there watching me. Read the book command was not working, I couldn't talk to Septimus either ("this person is busy"). I did the steps mentioned in OP. Removed mods, used console commands, but to no avail. In despair I shot the book with my fireball which damaged Septimus so he turned hostile and was immediately killed by my follower. I got quest complete message instantly and moved to next step :) In case someone has similar bug and finds this topic - just kill poor Septimus, this will progress your quest. Hermaeus Mora was about to get rid of him anyway :).
