Question: Swapping player model with npc model

I would like to be able to use some of the NPC's hair styles, why are they not available in the character build menu, they are in the game.

Was checking if the gravity boots used in the ending with Rouge, can be available to use in the game ?

Thanks for bringing up the DXT questions, as i'm new to FO4 texturing. I have made a lot of things for other games, but wasn't sure if FO4 worked the same, it's been a while since my DX9 days.. :laugh:
