Disregard this, i've discovered it's a problem with XRE Cars.

Yes, I am able to open the console, but typing pcb didn't do anything. This happens a lot less now, but when it does my game always crashes almost right afterwards.

Whenever I play New Vegas and I fast travel to just about anywhere, I am suddenly unable to pause the game, open containers, talk to people, or do basically anything that requires a menu. If I press escape, nothing will happen until the next time I go through a loading screen, after which the pause menu will suddenly pop up and I will be able to pause again, but only while im in that area.
