I think this has something to do with the deployment method selected on the 3rd tab under settings. Do you use Symlink Deployment? This requires admin rights like it is mentioned in the corresponding option and hind. I had the same issue with similar the same system configuration (Win7 64bit, drive D for mods and a separate drive for games). It cost me one hour of checking everything but then I read the description. So I guess it's the intended behaviour.
