So, my copy of Oblivion's "game of the year" edition came in the mail today. The Mod Manager and Script Extender don't seem to have anything wrong with them, but the mods never have an actual effect on the game. The only one that's actually working is a mod that replaces the standard orc head with something slightly easier to look at. The other head editing mods don't work and didn't work with my previous version. Before I was able to get most mods that didn't need the script extender working, but now, nothing. Any ideas whats not working?

New PC Oblivion player here. I'm trying to run a bunch of mods to fix issues I had from my PS3 version. The issue is that the OBSE says it needs binkw32 to operate. Oblivion itself works fine but nothing I do seem to satisfy the script extender, which is severely limiting my mods and making my play strategies inviable or impossible. I've tried downloading the file, uninstalling and reinstalling oblivion itself, restarting my computer, scanning my computer for issues, and half a dozen other things but the script extender is attempting to work. Any ideas on the issue?
