Looks like you lost a texture file. Have you tried repairing the game or verifying local files I think it is called. I had something similar happen to Dragonbone weapons recently and that fixed it for me.

Glitch at the end of the Temple of Miraak quest.

Congrats...someone posted a pic of EXACTLY my issue...blasted Miraak just stands with his back to me and doesn't DO anything. In my game he doesn't EVER steal souls either.....
