I've tried using the iCombatDismemberPartChance and iCombatExplodePartChance commands but they don't seem to do anything.

I'm surprised this doesn't have more recognition. Just a heads up if anyone wants to silence a certain UI sound this mod I found gives you the option to silence any and all of them if you want. http://www.nexusmods.com/fallout4/mods/112/?
