Doing a bit of quick testing I'm almost certain the bug is caused by the EnhancedLightsandFX mod.

Hello, I have recently reinstalled Skyrim but I am experiencing a bug I have not before. Thanks for the help, it sounds easier to get OBMM. The reason I don't have OBMM it in the first place is I'm not fond of new things, well it's more like laziness really. I downloaded the Less Overpowered Nighteye mod and it was a OMOD file. I was wondering if there where anyway to make an OMOD into something I can use or is there another place to get this mod in the normal file type?

Since you have a ton of mods it would help to post a load order. If you have OBMM(Oblivion Mod Manager) go to Import/Export on the right of the main window and select View Load Oder. Save the resulting text to something like Wordpad and copy and paste it here. One of the mods known to cause dialogue issues like this is the Cheydinhal Petshop because it edited the timing for speech accidentally. If you have this mod I can post a fix if you have the Construction Set. You don't need any particular knowledge of the CS to do this. It just involves making a quick change and saving the esp. I don't have Oblivion Mod Manager, but I do have Wrye Bash, is there any way to do the same thing? Also yes I do have Cheydinhal Petshop and I do have the Construction Set, that would be awesome thanks.

I gots a bit of a problem, when I talk to, or am talked to by someone the dialog is missing until I get to where I can chose a dialog option. After that all the dialog is proper, just not the opening dialog. Can anyone help? Oh also I got a ton of mods so maybe there is no help for me? I think it started after I installed the"Oblivion Stutter Remover" mod, maybe, I'm not sure about that one. If you can help that's cool but if not that's okay too, it's just a little bit of a peeve that's all, nothing major, I can still play it like it is.

My Main save is corrupt, all this thread talks about is quick and auto saves. I saved my game turned off oblivion then later my sister went to play (so both auto and quick saves are useless) all I got is my one main save. If anyone can help that would be awesome. I finished the main quest the Shivering Ilse quest and many many others I really don't want to start again, well if I could get the face back I would probably restart, I tried in Wrye Bash but is says something about... well I don't know but it doesn't work, and it does with any other save.
