Could anyone ID this spell effect so that I can remove it ? It is mostly visible on the book I'm carrying and looks like fog that sort of drifts over my character model.

I find it somewhat annoying that accessing the skills menu will force you to level up, maybe 2 or 3 times consecutively if you've met the requirements. This is a major obstacle to avoiding over-leveling if you wish to stay low and getting the most out of training sessions.(speechcraft i.e. is a *censored* and I'd like to get as many sessions as possible). So what would be sweet is a mod that allows you to be able to level on command in the skills menu if you've got the xp or at least not force more than 1 levels each time you visit. I've searched thoroughly and I couldn't find something similar, if you are aware of it please point me to the right direction :)
