Random events can definitely be a fun thing to work with idea wise, while with good planning and design it can sound good it can be hard to make especially with us not knowing what creation engine will allow us to do on the engine. Although I agree would be a fun feature to add to the game, ability to create some random attacks, maybe bandits robbing someone on the road, people needing someone rescued, finding lost people, dragon attack on a settlement, just by adding more ideas the it can help break up the repetitiveness on a idea like this. Granted as Skyrim I head will have some quest to keep the game going, we got to see what they do, they may have already gotten it well done and we may be able to add to those quest. from the sounds of it, they already did every idea listed there so im sure other ideas- or variations and tweaks can be made in plenty alon these lines. Ya but see my idea isn't random quest, basically goal is to give the ending of each faction and guild a new story and quest line at the end of the skyrim quest lines, basically try to double the quest size from guilds and story quest
