i think there was a book in skyrim about a mage who traveled through all the planes of oblivion(alternate dimensions), but he went insane after a while

so the lesser aedra are mortals, but then where do the beast races come from?

you could put the town inside a nordic ruin that isnt connected to any quests, like an underground city! (cleverly hidden from the thalmor agents) and the walls would be like reactivating the ancient traps instead of just walls
