It is local, I checked a ton of different locations in the imperial city and it was only this merchants inn. here is my load order

I have Random Black bars moving all around the screen inside inns this is obviously a lighting glitch but i have tried everything and im at my wits end. Anyone know how to fix this? I had to crop it because it was too big for the loader.
