The game is hard coded and will max out at level 30. You can increase the experience cap and this will allow ECL to reach level 30 but they can't go higher than level 30. I believe that Pain or Skywing has been able to increase the max level with their script extender. I would suggest getting in touch with Pain on the Bioware board.

I can't guarantee that the heads will attach right but you can change the heads. The heads, really any part, is sorted by file name. All the head mdb are located in the main install drive: C:\Program Files\Atari\Neverwinter Nights 2\Data\NWN2_Models Copy the heads that you are interested into the override folder. You may be able to just rename them, I generally use MDB Cloner, it can be downloaded off of the vault. I would suggest looking at the dryad model. If your halfling is less revealing than the naked tree lady you're probably all set with just a note in your description.
