Skywind would be a complete overhaul mod, it will absolutely require Skyrim + Dragonborn + Dawnguard to function. If Skywind is released as an application like Mod Organizer it could quite easily require that the Morrowind files are referenced and that they are checked on startup. The reason Morrowind is required is that although U.S. Copyright law allows "Fair Use", a complete remake of a game would not qualify, and Skywind could be taken down if it did not have this restriction. The only ways Bethesda could change this would be taking over the project themselves or making Morrowind free.
