    This was frustrating me for a hot minute. Disabling windows real life protection also worked for me.

    Yes I've been trying to do this as well. Somehow I got a random raider to work in looksmenu. But then I noticed rarely other random spawned raiders looked exactly the same. So while I think you can still edit them, it will change that entire template. They won't be unique.
