I'd just like to mention that search bar is only put below the dropdowns if your horiziontal resolution is equal to or less than 1280px, which definitely sounds like something that should be addressed. There's ample room for the header to narrow farther, rather than waste more precious vertical space.

The fullscreen start menu is to provide an experience tailored for tablet users, and thus worth the extra work of supporting two different layouts. The Metro UI also spans much further than the start menu, and is still mandatory, by the way. Supporting two entire website layouts (effectively doubling the work of maintenance and updates) purely for cosmetic reasons is just nonsense.

The new YouTube design is WIP, it will become mandatory when they decide its ready, just like every other design in the past 11 or so years. Nobody wants to support two different layouts.

Ever notice how no other website has ever kept a former layout for any longer than a short transitional period? That's why they won't keep it.

All of the dropdowns in the header have a downwards pointing arrow denoting that they are in fact dropdowns, just like the old layout. Not to mention, the dropdowns appear immediately when simply mousing over them, not requiring a click. You didn't notice this in the twenty minute you spent trying to find the tracking centre?

Most mod authors seem to not include versions in the names of their files, which makes the whole old files section a huge pain, having to expand every file to see which version is which.

Accessing the tracking center seems pretty functionally identical to me, unless I'm misunderstanding you. You aren't sent back to the Nexus hub unless you select to change games, which is the same as the old design.
  18. A suggestion for the files tab on mod pages: Could versions be shown in the header of a file and be sorted by version and then by name? Especially for the "Old files" section, authors need to include the version in the file name for users to know exactly what they're downloading without having to expand each header one by one
