So I followed a guide on installing mods and redone everything and it seems that it was indeed my cbbe conflicting with the minidress mod. the only problem now that I am getting is my model is having two different skin types on the hands for some reason. Might have to do something with "Fair Skin Complexion" but I have yet to see. (Edit 2) Went for a quick check after a reinstall of "Fair Skin Complexion" and it now seems to work. Looks like Fair skin needed to be rewritten and override the "Total Character Overhaul" mod which was causing the issue with my hands. ~Thanks for help!
