Wow I feel like a dumbass. Thanks guys that makes a lot of sense... Yeah my enchanting is very low I just didnt understand why! I think i'm level 15 right now Altmer and have invested 1 or 2 points into enchanting but thats it. Thanks again!

I apologize if this has been discussed at any length. I searched around and did not find it. I am new to the Elder Scrolls and have a question regarding Enchanting. I understand the basic gist of it: disenchant your armor/weapons to learn the enchant, and then use a soul gem to enchant another item. What I dont understand is why I disenchant, for instance, a "Robes of Minor Destruction (15% reduced Destruction spells cost, 50% increased magicka regen) but when I go to use the enchant it is a meager 5% cost reduction and 10% increased magicka regen. Why? TL;DR DE "Robes of Minor Destruction", learn enchant-----> only able to enchant a small percentage of the initial enchant Why? Thanks in advance.
