Because you can't do this solely by console command! The hotkey is F1. Every time you hit F1, you will gain a perk point (without needing to level up).

If you have an HDD transfer cable and know how to hex-edit it may be possible.

If you turn on V-sync, your FPS will never go above 60 (which is what you're trying to achieve here). Also, if you have nVidia, set the pre-rendered frames to 2.
