LE Is possible to change the mouse wheel funcion?

Ok. The game isn't so moddable. Maybe the ES turn in a TW game after steam. I mean no real mods. -
Regarding the mouse wheel, the modders could make more use of the wheel, in combination with the numeric keypad? Sorry my bad English but i try to explain. The key nª 1 and the wheel could turn the guns assign to the left hand, the key 2 and the wheel could rotate gun or the shield in the right hand, the 3 could gave access to the spells assigned to left hand and so on. The modders can do anything? I mean ,use the mouse wheel to zoom in / out is a waste.
