I have exactly the same but except the blood splatter, I'd love to know what causes it

The only 2 mods I have that edit the dragon persists are revenge of the enemies and the Legacy of the dragonborn Konahrik accoutrements according to SSEdit. Revenge of the enemies is supposed to set the health at 2550. I said new character lmao, not remaking your player character into somebody else. I'm talking like all skills are back to 0 and all spells and active effects are gone. You can find your old character walking around skyrim. When activated you will go back to the alternate start room and can literally start again as somebody else in the same world.

Basically you are able to make a new character without starting all your questlines again. It could have Familiar faces support so you can have your old character as a follower.
