i figured it out, there was a conflict with my anti-malware. after temporally disabling it the mods installed perfectly.

i recently redid my computer with all new 500gb SSD and a 2TB HDD, both are pretty much empty but when i try to install some of the texture mods for fallout for example i just get sevenzipsharp errors. which i heard is a not enough space error. but the HDD that im trying to install mods on only has the mods and Hearthstone on it.
