  1. Not at all. You are free to make your own mod(s) that don't require any additional DLCs.
  2. Vortex doesn't create saves. And those F4SE files are from F4SE (Fallout 4 Script Extender). Sounds like you have F4SE installed, but possibly not correctly, and that's why your game is crashing. Either completely uninstall F4SE if you don't want it, or uninstall and then reinstall it if you want to keep it.
  3. As long as you spell it out for people, maybe provide definitions of what alpha and beta actually mean in the software world, then highlight that, have arrows pointing to it, flashing lights, etc., then it's a great idea! :D
  4. I don't believe that you actually want to show ALL the item IDs currently loaded. Also, fire isn't an item, but an imagespace modification. So definitely not selectable. Have you given Better Console a look? https://www.nexusmods.com/fallout4/mods/26582

  6. Yeah, just to parphrase what everyone else said, Transfer Settlements blueprints are absolutely fine to upload. You aren't including any assets from others. If the person(s) using your blueprints don't have any of the mods required, all that will happen is that those specific items won't be imported. That's it. End of story. So maybe a building is missing all of the beds. Okay. The building and rooms are still there. Or perhaps the exterior wood of the building will look different, and not exactly like your's does. Not a big deal, truly. Upload your blueprints in confidence that everything will turn out okay. Nobody will be banned, and nobody will die. :D

  8. If you do a search for "Legendary Modification", you'll see the ones that have already been made. Yes, there are problems with them. But until they are either updated, or someone makes a new one, those might do something similar that you are looking for. (Making a mod that does EXACTLY what you describe is impossible.)

  13. It's a known bug with ALL custom radio stations, and even happens extremely rare with the default stations. And apparently nobody knows how to fix it. After all these years. That's why I'm here right now searching. 'Cause I just lost five hours of game time having to go back to a save where the custom radio station (FCR) was working again. It's aggravating! Anybody? Anybody know how to fix this? Speak up!
  14. Yeah, Beantown Interiors does NOT have a plugin. It shouldn't have one. I'm guessing Vortex is working as intended. There's a handy feature on Nexus that lets you preview the file contents. That's what I just now used to check Beantown Interiors, as I don't use it. So it's really easy to check if something has a plugin or not.
