Update. I found out that the decontamination arch located at the RobCo factory in the Automation quest will remove 100% of the rads. I now believe that this HP 1 point off due to lingering radiation is a bug thatcame about during either the download of a recent patch or one of the DLC items and Bethesda needs to correct in a new patch. If anyone has a console command that will remove this bug please let everyone know as there appears to be several of us with the problem.

I also have the same glitch/bug with Fallout 4 and have no mods running. I can heal completely with either a radaway and then sleeping for an hour or eating a mutant hound chop. I started a new game and this glitch is still happening. I think it all started after the 1.5 patch but I can go way back in saved games and it still happens where it didn't use to. If anyone has a fix it would be most appreciated. Thanks and Shooter out.
