Personally, I have never used a mod from the Steam Workshop, but I would imagine it would be just as reliable as the Nexus, if not more. Valve runs a pretty tight ship. If you really want a mod like this, the OP has given everyone permission to edit the mod as they see fit, so if I were you, I would find a modder on the Nexus, and ask them to download it and edit it for Skyrim Nexus.

I'm sure that it would be possible, but only with severe limitations. For example, having the armless cloak would not allow you to draw or use your hands visibly, because of the lack of an arm model for the clothing. You also wouldn't be able to equip something like a quiver of arrows without it looking very wrong, conflicting with the cloak, or appearing too far away from the character's body. It is a good-looking cloak, but meshes and textures aren't my thing.

I completely agree with you. I would see how it would get annoying. However, I looked for half an hour, and did not find anything. Hopefully you will have better luck.

I can speak with a heavy southern English accent (country accent for those of you that don't understand that ), a good Spanish accent, and a not-so-good British accent. About Me: I am from the southern United States, so naturally sometimes my voice can have a very strong southern accent. Other times, you could consider my voice to have an Imperial accent. This is a great idea for a mod, so I am sad to have to tell you that no such mod currently exists. The way Skyrim is set up, there is no way to activate shouts using scripts. However there might be a way to do it using SKSE, but scripting isn't my thing. What I would recommend that you do, is make a mod request on one of the various mod requesting topics, and maybe you'll get lucky enough that someone will make a mod for you.
