I love the idea! Have you tried contacting the people who used to work on the Westeros Project some years ago? It was a similar mod that was never finished. The developers had created some pretty impressive 3D models that looked exactly like the buildings and characters in the show. They were also planning to make a massive Westeros world map (but I don't know how much of that was finished).
