Quick question, does Vortex need to be running for mods to work

Great thanks, that's what I wanted to know. -
I'm new to Vortex and just wonder if I have to start Vortex and have it running in the background in order to have mods working in the game? I haven't tried with Vortex off yet and just thought I should ask here first before doing something that might be stupid.
