EDIT: I fixed this by going into the game files (Documents, My games, Fallout4, Fallout4Prefs) find iPresetInterval=1 and change the 1 to a 0. This will unlock the game's framerate. But this also causes the game to speed up.(depending on how good your pc is, for me personally i get 120 fps when unlocked, and the game moves twice as fast) To fix this, download nvidia profile inspector(http://www.guru3d.com/files-details/nvidia-profile-inspector-download.html) When it is done, type fallout 4 in the profiles and go to Sync and refresh. Right below should be the frame rate limiter. I personally limit it to 60 fps, but limit it to whatever you see fit. If this doesnt work then idk :) I'm having the same problem. i tried changing the vsync settings and limiting my frames in nvidia inspector, but nothing has changed. I'm going to try going into the game files and I'll update.
