Thanks for the replies. I found an another way to open NVSE up, I had to open up steam in administrator mode.

Hello, I need help because I can't install most of the mods. Whenever I try to activate nvse_loader.exe (which is moved to my fallout new vegas folder), a command promt appears, then disappears and an error appears which has: Steam Error Application load error: P:0000065432 and the only thing i can press is OK, and it shuts down. I tried reinstalling many times while reading the install instructions, but the same happens. Maybe that's because my fallout on steam is called Fallout New Vegas RU. Sorry for my grammar, english isn't my first language.
