Probably a stupid question but how does one unpack a .rar file, does taht just mean download it or does another step need to be taken?

I just downloaded my first mod, it was a custom sword and came out as a .rar file. I put it in my data folder for skyrim (steam user) but can not get it to show up in game. the exact adress for the sword is http://www.skyrimnexus.com/downloads/file.php?id=3644 any help would be appreciated.
