I've got the exact same problem and I even have no problem at all on a new save and the same list of mods running. help would be really awesome (also none of my recently installed mods are in your list)

hey I just got the exact same thing on my most recent file. no scene starting and only generic Dialogue on every NPC in Windhelm. I just started a new save with exactly the same mods loaded and get no problem <.< Also none of the mods mentioned in your list is one I recently installed Can you tell me the kind of console workaround you used to fix the dialog windhelm quest thing? or send your script? for now I'm just going to pretend people in Windhelm don't like me :D
