My Fallout game has been having an issue where it will freeze frequently and completely stop for a few seconds. After it freezes, it runs normally and then freezes again causing a long lasting stutter especially in the Wasteland.
I'm not sure what's causing this but I'd like some help as to how I can stop this freezing from happening. It's borderline unplayable, especially when I'm in combat.
I've provided a text document of my load order (Thanks LOOT).
It's been a while since I've modded my Fallout so any sort of refresher on information helps too.

Little backstory to this one
So I have Breezehome fully customizable, and I have a chest in my basement. I notice when I open it and then close it, it crashes my game. Several frustrating moments later, I effectively delete the entire chest from my game using the console command "markfordelete". Unfortunately it had spread to yet another chest with a ton of my misc loot for crafting. Same thing happened, and I got VERY pissed. At last I had taken out the problem......
But not for long!
As of recent, my gameplay consists of random crashes due to me opening up inventories to enemies I have killed, and me bashing my face onto my keyboard looking for a way out. And it especially bugs me when I have no autosave (for obvious reasons) and I play for a longer time. Now the saving is my issue and clearly I must focus upon that a bit more than I have, but the problem still remains.
For inventory UI, I use Quick loot (The thing where it loots stuff like in Fallout 4) and... That's about it and all that I am aware of. So basically everytime I even look at a corpse let alone a container, I am CTD'd and once more bashing my face into the drum that is my nearly broken keyboard. (Not literally though, but still you understand the frustration, yes?)

I would love to hear feedback and support because I am desperate. Restarting this character is a "hell to the f$%k no" for me. So before I begin, I have no intention of getting an "ENB Preset" at the moment, I merely want to improve my game's memory usage.
That being said I immediately went to ENBoost because of people saying how reliable it can be. I seem to get quite a bit of crashes going into certain cells after certain periods of time. I got into a cave with two (2) trolls, fast traveled back to Whiterun, then went to Dragonsreach to disenchant something and left. Afterwards I tried going into Belethor's shop, and I got a CTD because of "Skyrim Failed to Allocate memory!" or something like that. And so here I am.
Immediately upon downloading and extracting the required files (Wrapper Version, as I read in the ENBoost Guide), I went to launch my game, and the Launcher crashes with a "Skyrim Launcher is not responding" message. And this only happens with d3d9.dll still inside the folder. If it is removed, it works as normally as it ever would.
Clearly this file is part of what I need, but I find it odd how it can't operate correctly. Could somebody explain and maybe help me configure this whole thing here?

So ever since I started my playthrough, I've noticed that the chandelier and candle holder textures are entirely missing. I'm no expert on searching specific game files for such things (And I followed both Ultimate Skyrim Modding guides for Graphics and Gameplay). I have Optimized Vanilla Textures, NobleSkyrimMod HD 2K textures, and Book of Silence (Even though that shouldn't interfere with that sort of texture. Right?)

If I could have a bit of guidance on how to sort my order (if that is the problem) or whatever may be wrong, I'd very much appreciate it.

So I seem to have a small problem where a certain sound doesn't play whatsoever, that being a regular sword (Imperial Sword, Iron sword, etc)
All my other SFX work perfectly fine, and not a single sound is broken for Axes, Great swords and so forth.
To explain this better: The equip sound for regular swords does not play yet all other sounds work perfectly fine. Surely this doesn't seem like MUCH of a big deal, but for me being a mix of 2H and 1H, and also paying SERIOUS attention to detail sometimes, it sometimes can be irritating.
And it is only this sound effect that doesn't play (regardless of what the SFX may be, a modded in one like in Immersive Sounds or something of the sort).
The only sort of change I made to my skyrim before this happened was switching to XMPS from XMPSE. (Just personal preference really.)
I tried installing Immersive Sounds - Weaponry to see if that would overwrite the sound and fix the problem yet it did nothing.
Can anyone help me on this?

I realize that getting a request done on the forums is a very slim chance, though I do not have the time to get into modding mainly because other stuff besides Skyrim.
(NOTE: This is really just, I think, an impossible idea and I don't really expect this to be made considering how Skyrim's original formula is. But if it is possible and somebody made this, that would be a nice little experiment)
I've noticed there are 1st person camera mods, bobbing for realism. That's cool and all, but remember playing in a hack and slash game like METAL GEAR RISING, or DMC 2? Maybe even a little of Dark Souls? The camera didn't feel attached to the player, it was following the player slowly.
In Skyrim, the Third Person View is directly attached to your character and doesn't move unless you make the movement yourself (Mouse/Analog Stick).
A good example of the kind of camera sway I'm speaking of is a regular HnS game like MGR. As you attacked, the camera wasn't directly facing in the direction you attacked, it instead followed you smoothily and you could free form through combat. Even out of combat it slowly followed behind you. I am aware these games had lock on systems, but thankfully we already have a mod for that. ^_^
While this does sort of break Skyrim's original feel, this I would love to see. While Skyrim doesn't have DMC like combat (Which would be AMAZING IMO), it would be nice to at least have the camera movement of one.
Is there any way somebody could do this?

So, after deciding to stick with the regular skyrim and go with a COMPLETELY fresh start (Reinstalled game and did everything to make it as stable as possible) NMM decides to completely work out of the ordinary and essentially impossible to work with.
My normal days with NMM included the following: I get a mod, I install it, it is sorted correctly, and I am able to see the data on the right side (Default UI settings). Simplicity itself.
Ever since yesterday, the manager has denied any mods I attempt to download with the following: "Server Unreachable (blah blaah blah Nexus Mod URL stuff)". Yet I am fully able to visit the website. And when it finally works, it puts the mods in the unassigned category.
Not only that but, For Example, PCA or Pretty Combat animations usually has a sort of mod setup. Allowing you to choose the type of animations you want in the game. These menus can come from ANY mod and they are there to allow us to set our preferences of how a mod works. Unfortunately NMM refuses to show these and I am forced to "Reinstall" the mod in the manager. Afterwards it proceeds normally and the mod appears to be installed (Except without a mod version number or any sort of Mod ID).
I had just installed Unique Dragon Priest Masks for Skyrim and it fell under the "Unassigned" Category, and did not show the usual setup menu. It seems as if NMM is refusing any sort of downloads or mod installations at the moment.
Is there any way to fix this little problem? Will I have to reinstall NMM?

So this only occurred today and I have changed absolutely nothing about my game (Save a couple follower mods that clearly should have nothing to do with the maps themselves). It appears the actual embers in the fire are stretched?
For example, take an HDT cloak. Every now and again there's a moment where the cloak is stretched to the literal end of the map. Then it is fixed if you re-equip it.
It appears the actual fire mesh is stretching to no end when I'm in Whiterun. Yet when I'm outside, it is completely fine with no issue. And this does not occur with any other towns or villages. It is only Whiterun. And I do not remember getting anything else for fires except "Better Embers".
What sort of glitch/bug is this and how should I go about fixing it?

Really? Well I would love to have a trail effect on my Dwarven Greatsword. Or does it have to be a specific item that is not craftable like the daedric artifacts?

While I know it has been requested before, I feel it must be asked again. Would it be possible to make sword trails like they had in SoulCalibur? I realize it is quite a hassle to create considering limitations in the engine if I'm not mistaken. But I do believe it would be able to work somewhat. Hell, even if it doesn't look like SoulCalibur, it would still be cool.
Of course if it is not possible could somebody tell me why? I'm also eager to know the limitations of Skyrim's engine as well.

Okay I apologize, it's not just Followers, it's EVERY type of mod. Any sort of mod I extract from the ZIP or RAR never shows up in the Add-On list. PLZ Help

So I installed a few new followers (All standalone) and none of them show up where they're supposed to be. Even when I spawn them using the "player.placeatme <ID> <#>" Command, they do not show up. And they are not in the mod manager in the launcher of the game. I do not have NMM so I have installed them all manually and placing them in the Data folder. Is there any sort of help to this? I'm completely lost...
Fallout 4 keeps freezing for (blank) amount of seconds

My Fallout game has been having an issue where it will freeze frequently and completely stop for a few seconds. After it freezes, it runs normally and then freezes again causing a long lasting stutter especially in the Wasteland.
I'm not sure what's causing this but I'd like some help as to how I can stop this freezing from happening. It's borderline unplayable, especially when I'm in combat.
I've provided a text document of my load order (Thanks LOOT).
It's been a while since I've modded my Fallout so any sort of refresher on information helps too.
