Does anyone know if there is a file where you can adjust settings, that can't be changed via the in game UI. For example maximum age for marriage?

Although developer console mod has this option listed, it is not working and I was wondering if anyone with modding experience could make this happen, or at least explain or let me know how if there is a way to edit a save file to do that. Much appreciated!
