Solved For Me: I tried so many time but the staff of magnus quest was not started. then i tried to start from load before containment (just before arch mage tried to approach arcano). after starting containment instead of fast travel to Winterhold, i just walked directly to Winterhold. killed anomalies and return to Mirabelle on foot. now after completing containment quest the staff of magnus quest started. hope it will help someone.
