Can't personally speak to how mod creators have been doing it so far. But as for why the creation kit is Epic exclusive, that's because they're happy to let other platforms host their game but not the big fancy tools for manipulating their engine. I have the game on steam and I tried the kit since I use epic already as well. biggest problem wasn't the epic launcher, it was the crazy big file size. epic is free and so is the kit, just takes disk space. like 450gb of it or so.
