Your ini files are in Documents/My Games/Skyrim Special Edition these are the ones you should be deleting. I believe you are thinking of Steam's appcache which you should delete if you are validating you master files. Yeah, that's the one I deleted - that's what I figured. I have the DLL loader for those, yeah. Take it I shouldn't?

It kept saying "Skyrim.INI is missing. Please reinstall Skyrim: Special Edition."

The launcher didn't create new ones so I had to skip to the validate step. Will report back.

Okay, I tried just emptying completely, no mods going, no SKSE, and... still nothing. Can't start a new game at all. So there's something wrong beyond mods.
