  1. There is no "One Mod To Rule Them All". Just the same, no single individual's mod list will have all of the features that every, (or even many) players will want, without several added features that somebody would not want. There are many mods which I use faithfully for a select few features, while respectfully declining about half or more of the mod's "options" and capabilities. Of course, I could make my own extensive mod (or overhaul) to do all of the things I would like, exactly the way I want them, but alas, much of it depends on very time consuming work with deconstructing and editing every vanilla outfit, creating modified duplicates of outfits and armors, and having to live with a completely unmodded vanilla version of the game for the year or more it would take me to even get to that point... so, after the first attempt (in Skyrim) about 7 years ago, I came to the realization that I do not have the time, nor the level of coding skill or experience that would be required in order to make it happen. Perhaps it would be better to append a name to distinguish one person's overhaul from another's, but we should always be mindful that the details of any person's desired gameplay will be different from nearly any other player. Trying to cater to too many different features will only result in a heavily bloated mod, negatively impacted performance, and an overwhelmed MCM or mod menu handler.
  2. Are you playing with a game controller? I have only had the same issue in the past, where when trying to set a hotkey while a game controller was connected, it keeps saving as "blank", or not detecting the keyboard input, but if I power off the controller temporarily, it detects and saves the appropriate hotkey... then I simply power the controller back on and both controller and hotkeys work properly.

I am not having the same issue, but while in workbench/build mode of a settlement, I can scrap dead bodies as well as many other things not scrapable in the vanilla game by using a mod that is simply called "Scrap Everything". Some objects may not highlight as scrapable, but a right-click on them will then show their name and list of resources gained, in order to confirm the item to be scrapped. Perhaps that could be a suitable workaround, while also giving you some improved functionality and space in settlements(?)
