Blizzardshooter

I've been using Jaxonz positioner to decorate my house and I thought once I deleted an item it would be gone from the game forever, but sure enough after hours of positioning things all over my home, I come back and all the garbage items i deleted were right back where they used to be, cluttering all over my floor and making a mess. Is there a console command I haven't found through Google or a mod i haven't seen that could make the interior cell NEVER respawn? This is super aggravating and really should've been included with the DLC.
