Had the same problem, just fixed it. It was Norton blocking it through the firewall. If you have some sort of Anti-Virus program, try to disable it, and see if it works. Or just allow it through windows firewall. If you have Norton like me, go to Settings, Firewall, then Program Rules, and set it to allow. If it's not there, add it. Hope this helps. Fresh
