We're not getting a NewGame+ mode atleast for now is it possible for someone to make a save file where u start the game with all powers?

Man we need a modded save file which starts the game with all upgrades, push, pull, etc... I want to replay the game and be overpowered but don't want to have to go to all areas and have to play portions before getting everything again, the game CURRENTLY has no Game+ mode but since we don't know 100% if we're going to get one I think it would be great if someone could make one
