I'm experiencing some frame rate lag
start with the obvious
remove any video/resource mods
like "Vivid" "sim" "decor" "variations" "enhanced" "CBBE" . . .

its an operating system issue
your operating system is not giving you permission to change files
you have to find how to give yourself permission to edit/delete files where you have installed the mods

find the culprit and uninstall it

It means you have the wrong strings file installed, maybe from an interface mod that needs updating. Delete your strings files then reverify your Steam cache.
FWIW that doesn't seem to rebuild any strings files

Never add more that one new mod at a time, then go into the game and play it for a while and check for any issues. Adding too many new mods all in one go is sure to create problems.
not to mention that the starting vault is quite brittle --- exit vault before adding mods. Some people even suggest playing vanilla until after killing the deathclaw in Concord then saving there for future gaming

Also to clarify: I have tried the mods in every possible combo and the bottom line is it crashes as I described with any single mod or combination of mods enabled/installed. That's why I keep thinking there's something simple I missed. The game runs with no mods and crashes with any mods installed.

check your load order for what mod is generating it
then read that mod carefully

I have never had that happen to me nor have heard of it.
