Hi Everyone who might be reading ! I'm no stranger to installing mods but I am very new at making them, and I've started making my very first ! Basically what I'm trying to make is a new perk that acts like the Tunnel Runner perk but with the Ranger Combat Armor list. Now, i think I've done everything right, saved the plugin, enabled it, and the perk does show up in the game, but when I get the perk it has no effect. I'll attach a screencap of my GECK menu of the perk, can anyone tell me what they think might be happening ?

Explain to me why the f Vortex is that slow just to sort out plugins and find the ones I just instaled ? I just came back to the modding community, my pc isn't the best but a basic program should run find on it, NMM used to run just fine on that same PC, but Vortex is a whole other world, with up to 5 minutes just to detect new plugins while it was automatic on NMM. Do you guys experience the same ? What's your advice to make it better ? What's your opinion ?
