What about trying Insanity. He makes very good ancient or legendary weapons from tamrielic lore. I think this is what he would do. Also finding someone who will make quest and area where you obtain sword and shout.

You know in Dark Brotherhood it was like u have 1 listenner some speakers, who are speaking the will of Night Mother from Listenner and then Assassins, who are killing people. If someone do it like this ... ;)
