Eventually i managed to track down the exact cause, first link under "dragon priest smoke effect" i pasted the file into the scripts folder (you prob don't have to) and after you started the game, in the console you type: player.addspell 9bcca close console and walk for a sec player.removespell 9bcca This fixed it for me for anyone who will bump into it just like i did and spend 2 days researching.

I tried everything that looked viable from here i tried to edit my save file and searched everything about it on the internet and i don't seem to be able to get rid of this blue visual effect. Edit 3: This visual effect started when i fast traveled to Shearpoint to kill a dragon for a side quest.
