I'm back with an update: the effect appears to be the same one from the Expert Restoration spell "Guardian Circle." Normally you only find them in scrolls, but there are tomes for them as well. This problem appeared long before I learned the Guardian Circle spell, however, and my companion doesn't even know the spell...

It comes and goes, though it is usualy just there. Swirling and warping the air, and creating screen tearing. As with some of the other effects listed here, I can still see it in first-person. EDIT: Apparently, this has appearened in the thread after searching throguh another thirty pages. Both times, however, it does not seem to have been addressed, so I suppose I'm just bumping the problem with more activity.
