Hey, i'm having some trouble myself with this issue. It appears to be the wisp mother effect but i've tried both 8CC8C and F1184 but they don't seem to work for me. I'm posting this with a screen shot- i don't recall fighting any wisps or atronarchs at all but perhaps triggered with a frost spell?
