How would I go about just changing the player characters language?

An eye patch or a gas mask that goes under hats would be awesome my character is missing one and glasses and goggles just aren't doing it for me. http://i.imgur.com/VHlQhKi.jpg

I can't currently use and install mods but for some reason my Skyrim game isn't loading Meshes, Textures, Animation or any of the other subfolders within the data folder. I been looking for a solution for this problem for 3 days now I don't understand why this is happening. I have the Retail Steam Edition of the game. Please any help would be awesome and much appreciated. Thanks for reading.

I'm well aware of what has been happening with the MMN lately, I have installed mods manually and have activated them through the vanilla launcher. But for some reason it would load any texture, meshes, ect. This happened to me on several occasions, I forgot to mention. If you have this issue, I'd recommend checking that you didn't put the ESP in the wrong folder, by manually dragging it; you may accidently drop it in the wrong folder. If I've been unable to help I'd suggest asking the Mod Author for help, aMiddianBorn mods seem to have this issue frequently, so If you have one of these installed tell me. Also, give me an EXACT list of mods that are activated, and their load order. Nope there in the right folder.

I haven been modding Fallout:New Vegas for a while and never had any problems with it, So I figured I would start playing TES: Skyrim but everytime I add a mod and install and activate them and launch the game nothing happens. Some help would be nice. BTW my Data section is active it seems to be a different problem, I am able to activate masters and plugins. It seems that things like meshes, textures, sounds, and other resources don't seem to load for example I installed Hunting Grounds armor I can spawn the armor via console but the armor is invisible.
