Ok, figured it out! The unofficial fallout 4 patch was causing it. Disabled the mod and it worked just fine.

I’d love a solution for this as well. I’ve tried skipping through the quest console commands but then overseer will still keep commenting on the photo thingy and not have any dialog, and recycleactor doesn’t help. I’ve killed her then resurrected her. Nothing. I’ve tried killing everyone. Nothing. I’ve tried to leave the vault right before it happens and then come back — crash. I’m stumped.
